Dealer supplied refurbish product

Please advice me.who is complain point for Indian consumer forum.
Further we are purchased refrigerator in India UP Gorakhpur kushinagar and dealer supplied refurbished product..when we unbox product and supplied power we found default product giving electric shock..once we are requested to dealer.he refused to replaced and advice to contact with service center then we nock the door of service center.he issued request no but not agreed to replaced the refrigerator. Service request is still open..

I am living in Saudi Arabia. All this story happened with my father who is senior citizen.
Kindly help to resolve this issues..
